Crime-ridden Arkansas town expands 24-hour curfew

‘Military rifles’? Why are these officers armed like soldiers? Something’s not right here. Note the mayor’s comment: “The citizens deserve peace, that some infringement on constitutional rights is OK and we have not violated anything as far as the Constitution.” Is there a difference between ‘infringement on constitutional rights’ and violating the Constitution?
